Tomball’s H-E-B Is Getting a $20 Million Expansion: Here’s What We Know Tomball, Magnolia, Montgomery, Cypress, The Woodlands, Texas, Northwest Houston

If you’ve lived in Tomball for a while, there’s a good chance you’ve made more than a few grocery runs to the H-E-B on Tomball Parkway.

Now that longtime store is preparing for a major makeover.

A newly registered state construction filing shows plans for a $20 million renovation and expansion of H-E-B Store #574 at 28520 Tomball Parkway.

And this isn't a rumor based on a site plan or a logo someone spotted online.

The project was officially registered with the Texas Department of Licensing and Regulation on September 23, 2026. The filing describes the scope simply as:

“Remodel with expansion of existing store.”

Construction is currently scheduled to begin in March 2027 and continue into April 2028. TDLR

But before we start imagining a two-story H-E-B with a barbecue restaurant, rooftop patio and whatever else Facebook comes up with...

Let's separate what's actually confirmed from what hasn't been announced yet.

One important reminder:

A state construction filing is not the same thing as a guarantee that every date, cost or project detail will remain unchanged.

Construction schedules and plans can change as a project moves forward.

So we'll keep watching this one.

What Exactly Is Happening to the Tomball H-E-B?

The clearest answer comes directly from the state filing:

The existing Tomball H-E-B is slated to be remodeled and expanded.

This is important because you may see this project described online as a “new H-E-B.”

That's not what the September filing says.

TDLR categorizes the project as a renovation/alteration and describes its scope as a remodel with expansion of the existing store.

So we're not talking about tearing down this location and announcing an entirely separate H-E-B based on the evidence available today.

We're talking about a significant investment in the store that's already there.

Where Is the H-E-B Being Expanded?

This is the existing H-E-B at:

28520 Tomball ParkwayTomball, TX 77375

H-E-B officially identifies the location as the Tomball Pkwy and Graham H-E-B, Corporate #574.

The store currently offers services including curbside pickup, delivery, fuel, a pharmacy, business center, car wash and self-checkout.

And I want to make one distinction very clear:

Those are existing services.

We do not currently have confirmation that those departments are being expanded or that additional services are being introduced as part of the $20 million project.

That's one of the details H-E-B hasn't announced yet.

Is Tomball Getting a New H-E-B?

For this particular project, no.

The filing we're discussing is specifically for the existing H-E-B Store #574 at 28520 Tomball Parkway.

Again, its scope is:

Remodel with expansion of existing store.

That doesn't tell us what H-E-B may or may not decide to build elsewhere in the Tomball area someday.

It simply means that the $20 million project registered in September is an expansion and renovation of the existing store—not evidence of a separate new H-E-B.

How Much Bigger Will the Tomball H-E-B Be?

Here's where we need to be careful with the numbers.

The official state filing lists the project at:

96,237 square feet.

The Houston Chronicle reports that the existing store is approximately 89,000 square feet and describes the project as expanding it to the square footage shown in the state filing. Houston Chronicle

But the TDLR filing itself does not separately specify exactly how many square feet are being added.

Chron also noted that distinction in its reporting. Chron

So rather than doing the subtraction ourselves and presenting the result as an official expansion figure, here's the more accurate answer:

The state filing lists 96,237 square feet for the project, but it does not separately state the exact amount of new square footage being added.

If H-E-B releases a detailed site plan or additional project specifications, we'll update this article.

When Will the Tomball H-E-B Expansion Start?

According to the current state filing:

Construction is scheduled to begin March 1, 2027.

The filing currently lists:

April 28, 2028 as the scheduled completion date.

That's a construction window of more than a year.

But those are filed project dates, not promises.

Anyone who's followed commercial development knows construction schedules can change because of permitting, design revisions, supply chains, weather and other factors.

So I wouldn't put April 28, 2028 on the calendar as:

“That's when the new H-E-B opens!”

We don't have an official opening or reopening date.

Will the Tomball H-E-B Stay Open During Construction?

This may become the biggest question for people who actually shop here.

And right now, the answer is:

We don't know.

The Houston Chronicle reported that H-E-B had not confirmed whether the Tomball Parkway store would remain open while the renovation and expansion are underway.

So if you see:

“H-E-B is closing for a year!”

We can't confirm that.

And if you see:

“Don't worry, it'll stay open the whole time!”

We can't confirm that either.

Until H-E-B provides operational details, we'll leave it exactly where the evidence leaves it:

Whether the store will remain open throughout construction has not been confirmed.

What New Departments Are Coming to the Tomball H-E-B?

Another question without an official answer yet.

The state filing tells us this is a remodel and expansion.

It does not tell us that H-E-B is adding a particular restaurant, department or service.

And when Chron contacted H-E-B about the project, the company said it had no updates to share at that time.

So, as of this update, we don't have confirmation of:

A new restaurant concept

A larger pharmacy

A new fuel station

A larger curbside department

A new bakery concept

or any other specific new feature.

Could some existing departments change as part of a $20 million remodel?

Certainly possible.

But possible isn't the same thing as confirmed.

And that's the line we're going to keep throughout our Northwest Houston development coverage.

This Isn't the First Remodel for the Tomball H-E-B

Here's something I found particularly interesting.

This store has already undergone several documented renovations.

2016: $1.7 Million Wall-to-Wall Remodel

State records show that H-E-B registered a $1.7 million wall-to-wall remodel at the Tomball Parkway store in 2016.

The project was scheduled from July through November of that year and is now listed as closed.

2018: $200,000 Curbside Remodel

Two years later, another state record shows a $200,000 curbside remodel at the same location.

That project was scheduled for summer 2018 and is also listed as closed.

2027: $20 Million Remodel and Expansion

Now compare those projects with what's currently registered:

2016: $1.7 million wall-to-wall remodel2018: $200,000 curbside remodel2027–2028: $20 million remodel and expansion scheduled

The estimated construction cost in the newest filing is substantially larger than those previous documented renovations.

That alone tells us this isn't being filed as a minor cosmetic refresh.

Tomball Residents Have Actually Asked for a Larger H-E-B

Now here's where the story gets particularly interesting.

This expansion wasn't announced in a vacuum.

During Tomball's comprehensive-planning process, the city gathered community input about what residents believed Tomball needed.

According to reporting on those responses, written suggestions included:

“New larger HEB”

and

“New HEB.”

That doesn't mean the city ordered H-E-B to expand.

And we don't have evidence establishing that H-E-B made this $20 million investment because of those responses.

That's an important distinction.

What we can accurately say is:

Community-planning feedback showed that at least some Tomball residents wanted a larger or additional H-E-B, and now a major expansion of the existing Tomball Parkway store has appeared in state construction records.

Whether those two things are directly connected is something H-E-B would have to tell us.

Why Is H-E-B Investing $20 Million in Tomball?

This is where it would be very easy to turn a fact into a story we can't actually prove.

We could say:

“Tomball's population growth forced H-E-B to expand.”

Sounds reasonable.

But H-E-B hasn't told us that.

We could say:

“The store can't handle current customer demand.”

Maybe.

But we don't have the data to prove that either.

We could say:

“H-E-B is responding to all the new neighborhoods around Tomball.”

Again, possible.

Still not confirmed.

So here's what the evidence actually tells us:

H-E-B has registered a substantial private investment in its existing Tomball Parkway store.

The project is estimated at $20 million.

It's a remodel and expansion.

And the filed construction timeline stretches from March 2027 into April 2028. TDLR

What the filing doesn't tell us is why H-E-B chose this particular timing or which business considerations drove the decision.

And that's okay.

Sometimes the most accurate answer is:

We don't know yet.

H-E-B Isn't the Only New Activity Along This Part of Tomball Parkway

The H-E-B project also gives us another reason to keep watching this corridor.

Just a few addresses away, a September 25 state filing identifies a planned Jason's Deli tenant improvement at 28220 Tomball Parkway, Suite A-1.

The filing describes a 4,200-square-foot quick-service establishment, with an estimated construction cost of $800,000. Work is currently scheduled to begin in January 2027 and finish in June 2027.

That's a separate project.

Jason's Deli isn't part of the H-E-B expansion.

But having two fresh state filings so close together is another reminder of why we're paying attention to Tomball Parkway.

And this isn't our first time doing that.

How Does This Connect to The Grand at 249?

If you've been following the Texas Home Coach blog, you may remember our coverage of The Grand at 249.

That article became one of our most-read local development stories.

And there's a reason.

People don't just want to know:

“What's for sale in Tomball?”

They want to know:

“What's happening to Tomball?”

Where are the stores going?

What restaurants are coming?

What's under construction?

What are those bulldozers doing?

And what could the area look like a few years from now?

The H-E-B expansion gives us another documented project to follow along the Tomball Parkway corridor.

But an important clarification:

The H-E-B expansion and The Grand at 249 are separate projects.

We shouldn't combine unrelated developments simply because they're part of the broader Tomball growth story.

What Could the H-E-B Expansion Mean for Nearby Homeowners?

Whenever we cover a major commercial development, somebody eventually asks:

“Will this increase my home's value?”

Here's where my appraisal experience becomes especially useful.

I would not tell a Tomball homeowner that a bigger H-E-B automatically makes their house worth more.

That's not how valuation works.

A home's market value can be influenced by many factors, including:

  • Comparable sales

  • Neighborhood

  • Condition

  • Lot

  • School district

  • Property taxes

  • Inventory

  • Interest rates

  • Buyer demand

  • Nearby development

  • Road access

  • New-construction competition

Retail access can certainly matter to buyers.

One person may love being five minutes from groceries, restaurants and shopping.

Another may prioritize privacy and distance from busy commercial corridors.

Even the relationship between a home and a nearby development matters.

Being conveniently near commercial development isn't necessarily the same thing as being directly affected by commercial traffic.

That's why the effect has to be evaluated at the property and neighborhood level.

Not with a blanket:

“H-E-B is expanding, so your home just went up 10%.”

Real estate doesn't work that way.

What About Construction and Traffic?

We know the project involves remodeling and expanding an existing store.

We know construction is currently scheduled from March 2027 through April 2028.

What we don't currently have is enough evidence to tell you exactly how construction will affect traffic patterns around the site.

So I'm not going to tell you:

“Traffic is going to be terrible.”

And I'm not going to tell you:

“You won't notice it.”

Both would be guesses.

As more detailed construction or access information becomes available, that's something we'll watch.

Thinking About Buying in Tomball? Don't Just Look at the House

This is something I've been repeating throughout our Northwest Houston development coverage.

If you're buying in a fast-growing area, don't stop your research at:

Bedrooms.

Bathrooms.

Kitchen.

Backyard.

Interest rate.

Those things matter.

But zoom out.

Look at:

Roads.

Schools.

Retail.

Commercial parcels.

Undeveloped land.

New construction.

Planned development.

And ask:

What could this area look like five years from now?

Not because development is automatically good.

And not because it's automatically bad.

Because your house doesn't move after you buy it.

The neighborhood around it can change dramatically.

That's why I keep telling buyers:

Look at the map before you fall in love with the granite countertops.

Tomball Parkway Is Becoming One of Our Most Interesting Corridors to Watch

The H-E-B expansion is one project.

Jason's Deli is another.

The Grand at 249 is another development story we've been following.

These aren't all part of one master project, and we shouldn't pretend they are.

What we can say is that multiple separately documented commercial projects are giving us reasons to continue watching the Tomball Parkway corridor.

And that's exactly what we'll do.

Because local development news shouldn't be:

“I heard they're building something over there.”

It should be:

What's actually filed?

What's officially announced?

What's under construction?

What's only proposed?

And what is still just a rumor?

Those distinctions matter.

Especially when you're making a real-estate decision.

The Texas Home Coach Take

If you've lived in Tomball for a while, this H-E-B probably doesn't feel like a new development.

That's exactly what makes this story interesting to me.

We're not talking about another retailer entering Tomball for the first time.

We're talking about H-E-B registering a substantial new investment in a store that's already part of the community.

The filing tells us the project is expected to cost $20 million.

It tells us the existing store will be remodeled and expanded.

And it gives us a currently scheduled construction timeline beginning in 2027.

What it doesn't tell us yet is exactly what the finished store will look like.

And that's where I think we need to be careful.

Development news moves fast.

A filing appears.

Someone posts a rendering.

Somebody else adds a rumor.

And suddenly Facebook has built an entire shopping center that doesn't exist.

So we'll keep doing what we do:

Watch the filings.

Follow the confirmed announcements.

Separate plans from reality.

And tell you what's actually happening around Northwest Houston.

Because if you own a home here—or you're thinking about buying one—understanding what's changing around you is part of understanding your real estate.

Tomball’s H-E-B Is Getting a $20 Million Expansion: Here’s What We Know Tomball, Magnolia, Montgomery, Cypress, The Woodlands, Texas, Northwest Houston

Frequently Asked Questions About the Tomball H-E-B Expansion

Is the Tomball H-E-B expanding?

Yes. A Texas Department of Licensing and Regulation filing registered September 23, 2026 describes a $20 million remodel with expansion of the existing H-E-B Store #574 at 28520 Tomball Parkway. TDLR

Is Tomball getting a new H-E-B?

The $20 million project discussed here is not a separate new store. The official filing describes it as a remodel and expansion of the existing Tomball H-E-B. TDLR

Where is the H-E-B being expanded?

The project is at 28520 Tomball Parkway, Tomball, TX 77375. H-E-B identifies this location as the Tomball Pkwy and Graham H-E-B, Corporate #574. HEB

How much will the Tomball H-E-B renovation cost?

The state filing lists an estimated construction cost of $20 million. TDLR

How big will the expanded Tomball H-E-B be?

The state filing lists 96,237 square feet for the project. However, the filing doesn't separately state the exact amount of square footage being added to the existing store. TDLR

When will construction begin?

TDLR currently lists a March 1, 2027 start date. Construction schedules can change. TDLR

When will the Tomball H-E-B expansion be finished?

The current filing lists April 28, 2028 as the scheduled completion date. That should not be treated as a guaranteed store reopening or grand-opening date. TDLR

Will the Tomball H-E-B close during construction?

That has not been confirmed. The Houston Chronicle reported that H-E-B had not confirmed whether the store would remain open during construction. Houston Chronicle

What new departments are coming to the Tomball H-E-B?

Specific new departments or services have not been announced in the sources reviewed for this article. The TDLR filing describes the project only as a remodel and expansion. TDLR

Does the Tomball H-E-B already have curbside and delivery?

Yes. H-E-B's official store page currently lists curbside, delivery, fuel and pharmacy services, among other existing amenities. Those should not be confused with newly announced features of the expansion. HEB

Has this H-E-B been remodeled before?

Yes. State records document a $1.7 million wall-to-wall remodel in 2016 and a $200,000 curbside remodel in 2018 at the same Tomball Parkway location. TDLR

Did Tomball residents ask for a larger H-E-B?

During community input associated with Tomball's comprehensive-plan update, written responses included “New larger HEB” and “New HEB.” That shows community interest, but it does not establish that those comments caused H-E-B's expansion decision. Chron

Will the H-E-B expansion increase nearby home values?

There isn't enough evidence to responsibly say that the project will increase the value of a particular home. Commercial development can affect convenience, traffic patterns and buyer perceptions, but individual property values should be evaluated using actual comparable sales and local market evidence.
